Go get one maxed out GSR engine and one maxed out BPT (yes, that's what its called), start them both up and see if they go anywhere. Oh i forgot, you have to put them in a car first.

Evidently, many more factors play a part in how fast your car can go besides engine power. Weight, gearing and most importantly traction are all important as well.
