Torque that occurs at a fairly low rpm value, like 2,000 or 3,000 rpm

Torque is that feel you get (or don't get...) when you floor the pedal. Low end = anything below 3000rpm imho.

Sort of. Higher torque usually means faster acceleration. Doesn't mean you can go higher speed, just speed up faster.
