Torque is that feel you get (or don't get...) when you floor the pedal. Low end = anything below 3000rpm imho.

that's mean when in low rpm u get the "feel" la?? in another word, with low rpm can go faster?? is that correct?

Sort of. Higher torque usually means faster acceleration. Doesn't mean you can go higher speed, just speed up faster.
