Selling a car registeration number

I have a small dilemma in my mind which I wanted to ask for a long time..How to sell a car registeration number to somebody else and replacing it with their number..Is it possible to do so...And where to sell it...

it can be done.....but must get a runner to do due to the complications....very long story...

yes... 1 vehicle has to be registered for a new reg. number... a runner or motorcycle selling shop can do it for a certain fee... same goes for buying new Reg. No for old vehicles...
