silly question, wat is mean by speed cut?

most japanese cars has the maximum speed of 180km/h eventhough it is 280hp. therefore to go beyond that speed, we need to eliminate that speed limiter. that is what these speed cut devices comes in the picture. on top of that, it can display the speed in digital format
